District Medical Officer

Dr. Vivian Wonanji MD, ICHD-MPH

The DMO is the leader of the CHMT shall assist and advise the DED on the following:

  • Develop and implement the 5 years CHMT strategic plan and the CHMT plan of action and budget in line with MTEF Guidelines.

  • Assist HF to develop Comprehensive Health Plans and to monitor and evaluate the implementation.

  • Monitors all activities related to health service provision in the HF and across the District in partnership with all stakeholders and act  as a link with District Secretariat.

  • Collaborate and assist the HF in the management and control of disease outbreaks and emergencies.

  • Collaborate and assist HF and other health related service providers in capital building staff for improved quality service delivery in their facilities/areas.

  • Advise the HF within the District on appropriate health system research and use of results to improve on service delivery.

  • Conduct regular supportive supervision and monitoring of all health service in the council.

  • Coordinate the allocation, distribution and utilization of all health resources (human, financial and material) while ensuring equity.

  • Provide technical and professional expertise on improving quality of promotive, preventive, curative and rehabilitative health service.

  • Conduct inspections, monitors implementation and effect actions to ensure appropriate application of various health-relative laws, regulations and standard of service by all concerned, in both public and private facilities.

  • Conduct evaluation report and recommend to the DED on status of implementation of the various planned and unplanned interventions by the CHMT member.

District Health Officer

Yusufu Gumbo

  • Assist HF to develop Comprehensive Health Plans which include appropriate environment health and protection intervention within the District.

  • Collaborate with the Tanzania food and Drug Authority (TFDA) on matters pertaining to standards safely and efficacy of foods and food import and manufacture in both public and private facilities including assisting in the inspection of importation, manufacture, storage distribution and use of food products as and when called upon to so on behalf of TFDA.

  • Monitoring, evaluate and advice on environment health service in the District.

  • Collaborate and assist the HF in the management and control of disease outbreak and other emergence and provide status report of recommendations to the District.

  • Collaborate with other strakeholders on improving and maintaining environmental health and sanitation and health at work places.

  • Advocate for, train and advise the District on the collaborative strategy to improve and maintain environment health at all levels.

  • Prepare and submit the prescribed weekly monthly, quarter and annual report of plans and activities to the appropriate authority.

  • Conduct regular supportive supervision inspections and monitoring of all e environmental and health related service in the District. Conduct evaluation, report and recommended to the DMO, as a member of the CHMT on status of implementation of the various planned and unplanned environmental health and environment protection interventions within the District.

District Reproductive and Child Health Officer

  • Is a member of CHMT and will operate within the TORs of the team.

  • Advice, monitor and follow up on implementation of guideline and standard of material and child Health care and service.

  • Assist in the follow up and endure adherence to the professional code and conduct of all nursing staff within the District.

  • Assist to provide the technical and profession link between the nursing and other health profession within the District.

  • Advice the DMO through the CHMT, all HF, Hospital management Teams within the District on appropriate action oriented research on Material and child Health Care service delivery.

  • Provide advice and training on material and Child |Health are and counseling related to the nursing profession and care.

  • Advice on policy interaction and implementation as related to Material and child Health Care staff in the HF and across the District particularly with regard to the overall goal of reducing significantly the unacceptably high Material Mortality Ratio and the Newborn and Infant Mortality Rate.

District Cold Chain Officer

  • Facilitate and advice the translation of Policies, Strategies, Guidelines and Standard, particularly those related to maintenance of the Cold Chain as set out by the MOHSW for interpretation and implementation.

  • Collaborate with all CHMT to ensure timely ordering, storage, distribution, use and reporting for all antigens for the maintenance of buffed stock to Cates for shortages and vaccine preventable disease outbreaks, spares for Cold Chain equipment and gas refrigerators. Vaccine storage includes stock for outbreak of rabies in knows rabies prone outbreak areas.

  • Develop, strengthen and maintain close working relations and collaboration with other CHMT members, particularly the Material and Child Health Officers to ensure comprehensive approach to addressing the challenge of high incidence of Material, newborns and infant deaths.

  • Develop and sustain Outreach Cold Chain and Immunization service for hard reach areas and particularly for pastoralist communities who are not coverage by stationary health facilities.

  • Develop and supervise a routine trouble shooting, maintenance repair and replacement plan and all strategy for all Cold Chain  equipment, in all public  and private facilities, in all HF and other stakeholders by improving and maintaining quality Cold Chain service at all health facilities across the District.

  • Advice the CHMTs within the District  on appropriate oriented Cold Chain research and use of result to improve delivery and others interventions.

  • Facilities regular supportive, inspections and monitoring of all Cold Chain related service in District.

  • Conduct evaluation, report and recommend to the DMO, through the CHMT, on status of implementation of the various planned and unplanned Cold Chain interventions within the District.

District AIDS Coordinator

  • Facilitate and advice the translation of Policies, Strategic, Guidelines and Standards related to HIV/AIDS, as set out by the MOHSW for interpretation and implantation by HFS.

  • Assist HF to develop Comprehensive Health plans which include appropriate HIV/AIDS control interventions.

  • Monitor evaluate and advice on HIV/AIDS control service in the HF including those by NGO’s, CBOs and other groups across the District.

  • Collaborate and assist the HF in the management and control of further spread of HIV/AIDS and provide status report and recommendation to the District.

  • Collaborate and assist other stakeholders on improving and maintaining sustained HIV/AIDS intervention and service at all Health facilities and at all within the places across the District.

  • Advice the CHMTs within the District on appropriate action orienteer HIV/AIDS research and use of results to improve on service delivery at all other intervention.

  • Advicse the District on the use collaborative strategic to improve and maintain HIV/IADS intentions at all levels.

  • Coordinate, assist and develop appropriate IEC material and the required training for communication skills at the District.

  • Support the CHMT in the definition and Implementation of their CCHPs in order to ensure that the interests of the poor, marginalised and vulnerable groups are fully taken into consideration.

  • Explore with the CHMT on workable system to ensure service access for the poor, marginalised and vulnerable groups at both public and private health care service.

  • Support the Health facilitates in the implementation of exemption and waiver policy as well as of the Community Health Fund (CHF)

  • Facilitate the documentations of good practices, innovative approaches as well as the peer exchange between councils as among health facilities.

  • Disseminate and supervise the implementation of all new policies, strategies and guideline of the Government.

  • Explore with the staff of the District hospital ways and means to make them more responsible to the needs of the poor, Marginalised and vulnerable groups.
